*CITY OF ARDEN HILLS MEMORANDUM DATE: April 5,2001 TO: Mayor and City Councilmembers y FROM: Joe Lynch, City Administrator`� l SUBJECT: Union Contract The Union has voted to approve the contract as offered by the City. This is essentially the contract that we discussed at our meeting on February 26, 2001. Two points of clarification include: ■ Article XXII. Group Insurance Long-term disability insurance has been added as coverage for public works employees. This was on a previous proposal. This levels the playing field so that all City employees will now be provided with long-term disability insurance as a City- paid benefit. ■ Article XXVII. Unused Sick Leave Pay There is conflicting language in our personnel ordinance. One section states that the maximum amount of sick leave accrued is 100 days or 800 hours. After that point, any accrued sick leave, and if the 800 hours are not used, it goes into a sick bank. There is another section in our ordinance that says, upon severance,the maximum paid out will be 40 days, or 320 hours. This is existing language, but we had indicated that we felt it was an arithmetic error based on the fact that 1/3 of 800 hours is 266.67,not 320 hours. That language needs to be consistent. The significant items that have been agreed upon over the last few months of negotiations include: ■ Health insurance coverage increase by the City from $340 to $400 per month,per employee. ■ Three percent(3%) wage increase for 2001. ■ $275.00 annual uniform allowance (from previous $235.00). ■ Long-term disability insurance provision. ■ Language continuation indicating the above-referenced change to Article XXVII. Staff recommends that the City Council ratify the 2001 I.U.O.E. Local No. 49 contract. With the change to Article XXVII,this sick leave benefit will be up to a maximum of 320 hours of pay.
