MINUTES DRAFT <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> PLANNING COMMISSION WORKSESSION <br /> WEDNESDAY,APRIL 4,2001 <br /> 6:30 P.M. -ARDEN HILLS CITY HALL <br /> CALL TO ORDER <br /> Chair Steve Baker called the meeting to order at 6:37 p.m. <br /> ROLL CALL <br /> Present were Chair Steve Baker, Commissioners Warren Pakulski, Clayton Zimmerman, <br /> Terri Duchenes, David Sand and Therese Galatowitsch. Commissioner Steve Erickson <br /> arrived at 7:13 p.m. <br /> Also present were Councilmember Beverly Aplikowski and Planner Jennifer Chaput. <br /> DISCUSSION <br /> The Planning Commissioners generally discussed the cases on the agenda from first to <br /> last. <br /> There was some discussion regarding the proposed deck expansion for case#01-07, <br /> requiring a variance from Karth Lake. It was determined that the proposal included and <br /> enclosed patio below the deck that was being squared off with a slight expansion. Even <br /> though the expansion was slight, the house was located about 45' from the OHW mark of <br /> the Lake where it should have been 75', making the structure nonconforming. Therefore, <br /> any expansion within this setback area required a variance. The Commissioners discussed <br /> a past planning case of a similar nature, determining that they were dissimilar due to lot <br /> shape and terrain. <br /> Some discussion took place regarding United Properties'proposal to screen the dumpsters <br /> on the three Gateway Boulevard properties. The applicant was proposing one sided fences <br /> between each dumpster and the road on every property. The Commissioners appeared <br /> pleased that the management company was being proactive and addressing this issue. <br /> The final plat was reviewed for the Morris Communications property on the corner of I- <br /> 35W and I-694. The Planning Commission had reviewed the preliminary plat a few <br /> months back for the same property. The final plat review completed the platting process. <br /> Planner Chaput stated that the proposal was for five lots, two of which were outlots for <br /> the existing billboards. The three remaining lots were proposed because a road intersects <br /> one section of the property and railway property through the other section. As a condition <br /> of the approval, these lots would not be developable in this manner since it was <br /> understood that the applicant would be working to acquire other properties and then go <br /> through a consolidation process. The Commissioners had few comments on this item. <br />
