ARDEN HILLS PLANNING COMMISSION—APRIL 4, 2001 14
Commissioner Sand asked what type of lighting would be on the top of the ramp. Guidant
representatives stated they would use the structure itself to mount lights on, but they would also
need to have higher lighting in the middle of the ramp.
Guidant representatives stated the ramp would actually be even more screened than shown
because they anticipated they would be planting more vegetation and trees.
Commissioner Galatowitsch asked if there were mature trees all around the property and were
they anticipating that all of the ramps would be as well screened. Guidant representatives stated
the rest of the ramps would be fairly open to view because there was more wetland rather than
woods in those areas.
Commissioner Erickson requested the City look into screening as the ramps and buildings moved
further from the property that they had the ability to build taller buildings, which would allow for
more open space.
Commissioner Duchenes asked if they saw what the next step in the process was with respect to
the ramp. Ms. Chaput stated if they wanted to add lighting specifications onto the ramp if they
wanted,but this would go to Council for approval and would not come back to the Commission.
Commissioner Zimmerman moved, seconded by Commissioner Duchenes, to approve Planning
Case 401-02, Master Planned Unit Development Amendment and Site Plan Review for a parking
ramp, with the following conditions:
1. A parking structure of 45'-8" in height is permitted, as proposed, due to the potential long
range plans for the facility, creating greater parking needs as a result of additional buildings,
in turn preserving landscape area and not encouraging additional hard surface area greater
than that permitted on the campus;
2. The applicant shall contact Rice Creek Watershed District for the required approvals;
3. The applicant shall amend final plans to comply with the City Engineer's comments in this
memorandum;
4. The applicant shall meet with the Building Inspector and resolve the compliance issue with
Universal Building Code 503.3 for distances between the buildings on the campus, including
the Parking Structure; and
5. Application for a building permit must be made with the Building Inspector;
6. Minimize the outward exposure of lighting and to use sodium type lighting instead of
halogen lighting for the parking ramp and future addition.
The motion carried unanimously(7-0).
The Planning Commission will be heard at the Monday, April 30, 2001 regular meeting of the
City Council.
REPORTS
A.
