s <br /> i <br /> CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: April 23,2001 <br /> TO: Joe Lynch, City Administrator <br /> FROM: Terrance Post, City Accountant <br /> SUBJECT: Lake Johanna Buoys <br /> Background <br /> At the April 19, 2001 meeting of the Operations and Finance Committee, a new business agenda <br /> item concerned a resident's concerns with City of Arden Hills Ordinance No. 181. Specifically, <br /> Mr. Willie Price, 3471 Siems Court,believes that the lack of a buoy placement on Lake Johanna; <br /> as specified by the ordinance, is creating safety and shoreline erosion problems. <br /> Discussion <br /> The committee discussed this matter(including a reading of the relevant portion of Ordinance <br /> No. 18 1) and reached a unanimous conclusion in the form of the following motion: <br /> "We as the Operations and Finance Committee recommend that the City of Arden Hills <br /> coordinate with the Ramsey County Sheriff's Department Water Patrol Division(as well <br /> as any other agency that may be required) and act to enforce City Ordinance No. 181. <br /> The effects of this enforcement will be to improve safety for Lake Johanna users and <br /> reduce lake erosion." <br /> Subsequent Information <br /> Staff contacted the Ramsey County Sheriff's Trails and Water group to obtain more information <br /> concerning buoy cost and placement. Sargent Tom LaBatt is the County contact for this <br /> information. <br /> If the Arden Hills City Council directs staff to proceed on this item, a possible buoy funding <br /> source is the Community Services Fund as public safety expenditures are a legal use of licensed <br /> charitable gambling ten percent contributions. <br /> Recommendation <br /> Staff recommends that this item be placed on April 30, 20001 regular Council meeting agenda as <br /> a new business discussion item. <br /> Enclosures <br />
