CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: April 27, 2001 <br /> TO: Mayor and City Councilmembers <br /> FROM: Joe ,L nchCi Administrator <br /> Y h' <br /> SUBJECT: Fire Station#1 <br /> The Lake Johanna Volunteer Fire Department has approached the City about the need for replacement of <br /> the north roof on Fire Station#1. The roof is leaking badly,and they need to replace it immediately. This <br /> is an unscheduled 2001 capital improvement. The LJVFD was asked, and indicated that they would like <br /> to switch the previous planned Capital Improvement Plan(CIP)of resurfacing the bay floors with the <br /> replacement of the entire roof,which was previously scheduled in the year 2004. The estimated cost for <br /> the resurfacing of the bay floors in the 2001 CIP(previously deferred from 2000)was$16,000. <br /> The total estimated cost for the roof replacement is$18,000,but an additional$5,000 will be needed to <br /> add an additional roof drain, due to the fact that there is an insufficient number of an insufficient size to <br /> handle the drainage from the south roof,which is higher and drains onto the north roof,which is <br /> compounding the north bay leaking problem. <br /> There is an additional 2001 capital improvement approved in the plan, and that is the replacement of the <br /> north bay door or doors to increase the size to allow Engine No. 763 into the bay. <br /> A question was raised about the possibility of changing the roof structure at Station#I to possibly <br /> eliminate the problems that might continue to arise with this flat roof. At this time,the LJVFD indicated <br /> that the one and only cost estimate they've received for construction of a peaked roof is $200,000. Also, <br /> the City raised the issue about the possibility of Arden Hills owning Fire Station#1. The City continues <br /> to put capital dollars into the building without any ownership,and at some point,the City may want to <br /> consider owning the facility. <br /> At this time,the response from LJVFD is understandably cautious about the City owning Fire Station#1.. <br /> They have asked that the request not continue to be pushed until such time that a determination has been <br /> made about the full-time fire chief. <br /> Recommendation <br /> Staff is recommending that the City Council approve the capital expenditure for the replacement of the <br /> north roof at Fire Station#1,at a cost not to exceed$25,000,which includes the installation of an <br /> additional roof drain to assist with proper and necessary drainage,and exchange the replacement of the <br /> bay floors at an estimated cost of$16,000,until the year 2004, due to the emergency nature of the roof <br /> replacement; and that the LJVFD CIP be adjusted accordingly. <br /> Enclosure: CIP Budget <br />
