ARDEN HILLS CITY COUNCIL—MAY 11, 2015 6 <br /> With no one else coming forward to speak, Mayor Grant closed the public hearing at 7:41 p.m. <br /> 8. NEW BUSINESS <br /> A. Mounds View High School Trail Bids <br /> Public Works Director Maurer stated that MnDOT is planning to replace the County Road F <br /> bridge and the new bridge would include a 10-foot pedestrian facility along the south side. For <br /> this reason, the City has been considering a trail from the bridge to the Mounds View High <br /> School. The project includes approximately 1,200 feet of trail, in addition to 1,200 feet of <br /> concrete curb which would create an urban roadway so the trail could be placed immediately <br /> behind the curb. A retaining wall is still needed in order to create a bench area for the trail due to <br /> steep slopes. <br /> Public Works Director Maurer reported that the entire project was bid with a New Brighton <br /> street project, and New Brighton received five bids for the project. The low bid came in from <br /> Bituminous Roadways and was just over $3 million with the Arden Hills' Trail portion of the <br /> project amounting to $522,423.30. This was significantly more than the engineer's estimate, <br /> mostly due to the rising cost of concrete work. <br /> Public Works Director Maurer discussed the school trail project in further detail and requested <br /> that the Council approve an Agreement with the School District for their $120,000 contribution to <br /> the project and a Joint Powers Agreement with the City of New Brighton for construction of the <br /> Trail. <br /> Councilmember Holmes asked if the City was able to receive grant funds for this project. <br /> Public Works Director Maurer commented that staff investigated the potential of a Safe Routes <br /> to School grant; however, these funds could not be used for high schools. <br /> MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br /> motion to approve entering into a Joint Powers Agreement with the City of <br /> New Brighton and Ramsey County for the construction of the Mounds View <br /> High School Trail. The motion carried (4-0). <br /> MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br /> motion to approve entering into an Agreement with the Mounds View Public <br /> Schools (District 621) for their contribution of $120,000 towards the proiect. <br /> The motion carried (4-0). <br /> B. Presbyterian Homes Request for Conduit Debt Financing <br /> Director of Finance and Administrative Services Iverson stated that Presbyterian Homes has <br /> requested approval from the City for conduit debt financing. She reported that Presbyterian <br /> Homes has submitted all necessary paperwork and fees. She requested that the Council call for a <br /> Public Hearing and authorize publication for the Public Hearing. <br />
