ARDEN HILLS CITY COUNCIL WORK SESSION – JUNE 15, 2015 9 <br /> <br />Mayor Grant stated that he was struggling with the fact that the City may not have the final say <br />on future developments given that the JDA would be reviewing these matters. <br /> <br />City Attorney Jamnik discussed how the Comprehensive Plan would be used to justify the <br />appropriateness of an affordable housing development within TCAAP. He reported that language <br />within the Zoning Ordinance was also important. He explained that additional language or <br />wordsmithing could be done to address affordable housing. Another option would be for the <br />Comprehensive Plan to be silent on the issue. <br /> <br />Mayor Grant summarized the changes discussed this evening. He suggested “meant” be changed <br />to “may” as previously discussed by the Council. He recommended that the second and third <br />sentences regarding affordable housing be deleted. In addition, the first sentence should refer to <br />TCAAP. <br /> <br />The Council concurred with the Mayor’s suggestions. <br /> <br />Councilmember Holmes requested that staff review Appendix H and change all references to <br />NB-1, NB-2 and NB-3 to Neighborhood Residential. She believed this would reduce confusion in <br />the future. <br /> <br />Community Development Director Hutmacher discussed the differences between the zoning <br />designations and future land use map. She commented that staff could make a change if directed <br />by the Council. <br /> <br />Mayor Grant stated that he believed that the Comprehensive Plan should move forward with the <br />amendments discussed by the Council this evening. <br /> <br />City Administrator Klaers discussed the review and Public Hearing process. <br /> <br />Mayor Grant supported the Public Hearing proceed to the Planning Commission on July 8th. <br /> <br />The Council was in agreement. <br /> <br />D. 2016-2020 Capital Improvement Program (CIP) <br /> <br />The Council agreed to discuss this at the July work session. <br /> <br /> <br />2. COUNCIL COMMENTS AND STAFF UPDATES <br /> <br />Councilmember Holmes stated that on Wednesday, June 17th the Planning Commission was <br />holding a special work session to discuss the Comprehensive Plan. Since she is unavailable, she <br />requested that a Councilmember attend this meeting. <br /> <br />Councilmember Woodburn reported that he could attend the meeting. <br /> <br />
