ARDEN HILLS PLANNING COMMISSION – July 8, 2015 3 <br /> <br />Chapter 11 evaluates the City’s existing transportation system, looking at issues such as traffic <br />volumes and capacity, relevant transportation studies, and multimodal transportation. The chapter <br />also proposes a future transportation system plan. A detailed traffic study was completed as part <br />of the TCAAP AUAR and a summary of this study has been included in Chapter 11. Road <br />construction and improvements to be completed in conjunction with the TCAAP redevelopment <br />have been incorporated into the future transportation system plan. The multimodal transportation <br />section has been updated to include the Metropolitan Council’s current consideration of <br />extending the A-line BRT (Bus Rapid Transit) route to TCAAP. <br /> <br />Chapter 13 summarizes the separate management plans the City has in place for water supply, <br />sanitary sewer, and stormwater. The public facilities management plans have been updated as <br />needed to include the recommendations from the approved AUAR. This chapter includes an <br />overview of the proposed regional stormwater management plan for the TCAAP development. <br /> <br />Appendix E discusses the existing and future sanitary sewer plans for the City. This appendix <br />outlines the existing sanitary sewer system, intercommunity services, sewer volume forecast, <br />sanitary sewer service districts, projected sewage flows, individual sewage treatment systems, <br />infiltration/inflow, and the proposed capital improvement program to complete the sewer <br />improvements. <br /> <br />Appendix H in the Comprehensive Plan outlines all zoning districts within the City. In order to <br />update the Comprehensive Plan the new zoning districts proposed in the TRC have been <br />included in Appendix H. <br /> <br />City Planner Streff noted that the proposed Comprehensive Plan Amendment (CPA) will be <br />contingent on final approval from the Metropolitan Council. In this case, the Metropolitan <br />Council will make the final determination on the CPA, though they provide great deference to <br />the City as long as the proposed land use change does not have a negative impact on a regional <br />system (i.e. transportation, sanitary sewer, and regional parks). The designated review period for <br />CPA applications is 60 days. Once the Metropolitan Council completes their review, they will <br />notify the City of their decision. <br /> <br />City Planner Streff stated the City must also allow adjacent governments, affected special <br />districts, and affected school districts up to 60 days to review the proposed amendment. This <br />waiting period allows interested agencies to review and comment on the amendment before the <br />Metropolitan Council review. Given these requirements, the City expects to receive the final <br />determination from the Metropolitan Council for the Comprehensive Plan Amendment in <br />November of 2015. <br /> <br />City Planner Streff reported that in order to formally adopt the TCAAP Master Plan within the <br />City’s governing documents, the following items included in Planning Case 15-015 require <br />approval: <br /> <br />• Comprehensive Plan Amendment to reflect the policies and goals included in the separate <br />components of the TCAAP Master Plan. <br />• Rezoning of the 427-acre TCAAP parcel based on the zoning designations included in the <br />Regulating Plan Map.
