NEW BUSINESS – 8A <br /> <br />City of Arden Hills <br />City Coucil Meeting for July 13, 2015 <br /> <br />P:\Planning\Planning Cases\2015\PC 15-015 - TCAAP CPA & TRC\Memos_Reports <br />Page 3 of 8 <br />pattern in the future as development occurs consistent with the City’s vision for the TCAAP <br />redevelopment site. <br /> <br />“Though the Master Land Use Plan establishes a proposed allocation of the various uses <br />throughout the TCAAP area and illustrates the current preferred development pattern for the <br />area, the City remains open to considering proposals from its partners or eventual developers <br />for modifications to the Master Land Use Plan that propose different locations for the allocated <br />uses, or on its own initiative to consider amendments to the adopted plan as development occurs <br />or circumstances change in order to promote high quality development of the area consistent <br />with City goals and this Plan.” <br /> <br />Chapter 7 – Housing (Attachment D) <br />Chapter 7 provides information on the City’s current housing stock, existing housing issues, such <br />as diversity and affordability, and projected future housing needs. This chapter has been updated <br />to included information on the projected household forecast numbers for the City based on the <br />Metropolitan Council’s regional forecast for 2040, and the expected number of housing units and <br />different types of housing products that will be accommodated on TCAAP. <br /> <br />Chapter 9 – Parks and Recreation (Attachment E) <br />Chapter 9 discusses the existing regional and local park and recreation system and the proposed <br />upgrades to the City’s parks and pathways. This chapter has been updated to include the <br />proposed trail improvements and required public parks and open spaces for the TCAAP <br />redevelopment. Updates were also made based on the approved 2013 Rice Creek North <br />Regional Trail Corridor Master Plan Amendment. <br /> <br />Chapter 11 – Transportation (Attachment F) <br />Chapter 11 evaluates the City’s existing transportation system, looking at issues such as traffic <br />volumes and capacity, relevant transportation studies, and multimodal transportation. The <br />chapter also proposes a future transportation system plan. A detailed traffic study was completed <br />as part of the TCAAP AUAR and a summary of this study has been included in Chapter 11. <br />Road construction and improvements to be completed in conjunction with the TCAAP <br />redevelopment have been incorporated into the future transportation system plan. The <br />multimodal transportation section has been updated to include the Metropolitan Council’s <br />current consideration of extending the A-line BRT (Bus Rapid Transit) route to TCAAP. <br /> <br />Chapter 13 – Public Facilities, Services, and Infrastructure (Attachment G) <br />Chapter 13 summarizes the separate management plans the City has in place for water supply, <br />sanitary sewer, and stormwater. The public facilities management plans have been updated as <br />needed to include the recommendations from the approved AUAR. This chapter includes an <br />overview of the proposed regional stormwater management plan for the TCAAP development. <br /> <br />Appendix E – Sanitary Sewer Plan (Attachment H) <br />Appendix E discusses the existing and future sanitary sewer plans for the City. This appendix <br />outlines the existing sanitary sewer system, intercommunity services, sewer volume forecast,
