ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION – JUNE 8, 2015 3 <br /> <br />Community Development Director Hutmacher provided comment on the difference between <br />gross and net density as viewed by the Metropolitan Council. <br /> <br />Mayor Grant requested that all references to the County be altered as this was the City’s <br />Comprehensive Plan. Those references to the County should be amended to read: “the City in <br />cooperation with the County”. <br /> <br />Councilmember Holmes stated that she believed that there was some confusion between NB- <br />Neighborhood Residential and NB-Neighborhood Business within the Land Use Chapter in <br />Section 6.4.1. <br /> <br />The Council agreed to have the Residential designation be listed as NR. <br /> <br />Councilmember Holmes suggested that the terms ‘energy resiliency’ and/or ‘sustainability’ be <br />referred to in Section 6.11 of the Land Use Chapter. <br /> <br />Mayor Grant expressed confusion with the numbers used in Section 7.4.2 for affordable housing. <br /> <br />Community Development Director Hutmacher stated that only sections directly related to <br />TCAAP are being amended. The data that the Mayor referred to was from 2007 and is not being <br />changed. <br /> <br />Mayor Grant suggested that the CPA have a preamble as to why these numbers were placed in <br />the document. He expressed concern with the number of affordable housing units listed within <br />the CPA. He suggested that the language be amended to address the proposed sites that were <br />projected to have affordable housing on TCAAP. He supported having affordable housing in the <br />Neighborhood Transition Zoning District. <br /> <br />Councilmember Holmes objected to this recommendation. She believed that affordable housing <br />should also be located in the Hill and Creek neighborhoods. <br /> <br />Councilmember McClung agreed with Councilmember Holmes. <br /> <br />Councilmember Woodburn believed that the affordable housing should be spread out. <br /> <br />Further discussion ensued regarding affordable housing. <br /> <br />Councilmember Holden asked for additional information on how affordable housing was <br />defined. <br /> <br />Community Development Director Hutmacher discussed how affordable housing was typically <br />defined. <br /> <br />Councilmember Holmes questioned where medium and high density residential could be located. <br /> <br />Community Development Director Hutmacher reviewed the areas where medium and high <br />density residential could be developed on TCAAP.
