<br />City of Arden Hills <br />Planning Commission Meeting for August 5, 2015 <br />P:\Planning\Planning Cases\2015\PC 15-016 - Arden Plaza - Final PUD Phase III\Memos_Reports_15-016 <br />Page 9 of 16 <br />Restaurants are required to provide a functional outdoor seating area with access to the <br />restaurant. The proposal includes a seasonal outdoor patio for up to 106 seats. The patio area <br />would include plantings and a decorative fence around the perimeter. <br /> <br />Screening <br />The Zoning Code requires that trash equipment and containers be fully enclosed and integrated <br />into the architecture of the building. The trash service area for the restaurant would be located <br />entirely internal to the building. <br /> <br />Landscaping <br />A minimum of one tree planting is required along the right-of-way for every 40 feet of street <br />frontage. The approved Landscape Plan in the Master PUD includes a total of 15 street trees <br />along County Road E and Lexington Avenue. As part of the Phase III development, three shade <br />trees on Lexington Avenue will be installed as shown in the Master Landscape Plan. <br /> <br />Parking <br />The design standards discourage placing parking between the street right-of-way and a building. <br />No more than 50 percent of parking on a site may be placed in the side yards. The proposed <br />parking for the Tavern Restaurant would be located at the rear of the site. No parking would be <br />located between the public right-of-way and the building. <br /> <br />Pedestrian Circulation <br />Sites must be designed to accommodate the safe mobility of pedestrians to and within the site. <br />The proposed site plan includes a sidewalk in front of the primary building entrance that <br />connects to the sidewalk network internal to the retail center and the public sidewalk on <br />Lexington Avenue. Crosswalk striping has been provided across drive aisles for pedestrian <br />safety. <br /> <br />As part of the approval of the Master PUD, the City required that a public sidewalk along the <br />entire length of the site on Lexington Avenue be completed during Phase III. Staff has included <br />as a recommended condition of approval that these sidewalk improvements be completed prior to <br />the issuance of a Certificate of Occupancy for the restaurant. <br /> <br />Bicycle Parking <br />For commercial properties, one bicycle parking space is required for every 20 automobile <br />parking spaces. However, a minimum of two bicycle parking spaces are required. In this case, <br />given the ten parking spaces on the site, two parking spaces for bicycles would be required. The <br />applicant has included one rack for two bicycles on the west side of the building close to the <br />primary entrance. The proposed bicycle parking satisfies the City’s requirements in terms of its <br />design and location. <br /> <br /> <br /> <br />
