1 <br />Project Narrative <br />The Tavern Grill Restaurant and Bar - Arden Plaza <br />Arden Hills, MN <br />July 6, 2015 <br />July 24, 2015 Revised <br />History <br />Arden Plaza, LLC submitted and received approval of a Planned Unit Development (PUD) in 2009, with a <br />revised pharmacy development plan and recorded plat in 2011, followed by final construction plans of <br />Phase 1 improvements in 2012. The 2009 approved master plan included 97,035 sf of retail/commercial <br />buildings (including a 3,917 sf mezzanine for the Frattallone’s Hardware store offices) and had originally <br />subdivided the parcels into four lots. <br />In 2011, two of the lots in the northeast corner were combined and platted as a single lot, for a <br />development of a Walgreen’s pharmacy, thus 3 lots were officially platted in 2011 showing four building <br />masses involving the Arden Plaza Plat. Phase 1 Construction of the Arden Plaza site included the <br />Walgreen’s building and parcel (Lot 1 in the northeast corner), and included the implementation of the <br />four required storm water rain gardens (bio-filtration basins) for the full development, along with <br />modified parking and circulation improvements involving the northeast parcel. <br />In 2015, an Amended PUD, Platting, and Conditional Use Permit(Frattallone’s Garden Center) was <br />approved by the City reflecting the request to further subdivide the larger Lot 3 parcel(existing strip <br />mall) into three new lots, primarily for Frattallone’s to own their own site and to create a separate <br />development pad along Lexington. This new plat, which is in process of being recorded, is being <br />identified as Arden Plaza 2nd Addition (Lot 1-3). Lot 1(Tavern Grill restaurant) is the future development <br />parcel along Lexington Avenue, and is the area being proposed by this application. Lot 2 is the existing <br />strip mall with related general parking, access drives, and regional storm pond, while Lot 3 is the <br />Frattallone’s Hardware site. The Amended PUD provided some parking reductions and building square <br />footage reallocations, based on the completed Phase 1 Improvements(Walgreen’s) <br />Final Planned Unit Development(PUD) <br />This application is specifically involving the final development plan for Lot 1, Block 1, Arden Plaza 2 nd <br />Addition(Lexington Avenue parcel), involving a sit down restaurant called Tavern Restaurant. The intent <br />of the Final PUD is to verify general conformance of the development plans to the previous approved <br />2015 PUD. Notable variations are highlighted below. <br />Use and size of the building is most notable. The current proposed use is a 9,500 SF sit down restaurant <br />with a 3,050 SF outdoor patio versus the previous approved 20,136 SF retail building, along with the <br />service area moving from the south end of the building to the north. This 10,636 SF building reduction <br />has also reduced impervious surface. The restaurant has 256 permanent seats, along with <br />approximately 106 seasonal outdoor patio seats. <br />Parking has remained the same at 440 spaces(4.53/1000sf) for the shopping center, but since the <br />proposed use has changed to a restaurant, the parking ratio requirements tend to be different than <br />straight retail.
