The parking lot adjacent to the east side of Building 10 consisting of one (1) driveway and eleven (11) parking spaces would be removed. 6. The eleven (11) parking spaces being removed would be restriped along Innovation Way. 7. Three (3) trees each three (3) caliper inches in diameter will be planted along the boulevard of Innovation Way. In order to screen the existing electrical transformer just north of the outdoor play area, five (5) new shrubs will also be planted. 8. A black ornamental fence six (6) foot in height will be used around the outdoor play area. 9. The proposal is not expected to adversely impact the surrounding neighborhood or the City as a whole. Staff Recommendation Based on the submitted plans and findings of fact, staff recommends approval of Planning Case 15-017 for a Site Plan Review to relocate the day care facility and outdoor plan area from Building 9 to Building 10 at 4100 Hamline Avenue North. If the Planning Commission recommends approval of this request, staff recommends that the following six (6) conditions be included with the approval: 1. That the project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to these plans, as determined by the City Planner, shall require review and approval by the Planning Commission and City Council. 2. That the applicant shall continue to abide by all previous agreements, as amended by the conditions of approval of this application. 3. That a building permit and grading and erosion control permit shall be obtained for the proposed project. 4. That the outdoor play area shall be 3,150 square feet in size and enclosed with an ornamental fence six (6) feet in height. 5. That the sidewalk connection across Innovation Way shall align in a perpendicular manner to provide for safe pedestrian movements. 6. That the outdoor play area shall not be constructed within any Drainage and Utility Easement. Proposed Motion Language 1. Recommend Approval with Conditions: Motion to recommend approval of Planning Case 15-017 to relocate the day care facility and outdoor plan area from Building 9 to Building 10 at 4100 Hamline Avenue North, based on the findings of fact and the submitted plans as amended by the six (6) conditions in the August 5, 2015, Report to the Planning Commission.
