You may <br /> also want to inquire if there is one individual that could speak for some, if not all, of the home <br /> owners to reduce the amount of overlap of public testimony. <br /> The Council will need to consider whether they want to amend the current ordinance in which <br /> case we should indicate to the general public what that will mean in terms of compliance with <br /> DNR regulations and when lakeshore owners, as well as other members of the general public, <br /> can expect the City Council to call a public hearing on any proposed amendments. If the Council <br /> does not want to consider amending the ordinance they should indicate to the general public and <br /> the lakeshore homeowners what the plan will be for the enforcement of the current ordinance. <br /> I have enclosed copies of the state statutes related to the regulation of public waters and water <br /> surface use ordinance. Both the County Board and a Statutory City are allowed to place <br /> regulations over the surface of a water body, either contained wholly or partially, within their <br /> statutory limits. This is for background and information purposes. <br /> I am assuming at this point that we will have a large number of lakeshore property owners <br /> present and possibly many more than the City Council Chambers can hold. This is the first <br /> scheduled item on the agenda. <br /> Recommendations <br /> There are no recommendations at this point other than the ones already mentioned which are to <br /> remind the general public this is not a public hearing but rather a public informational meeting. <br /> The Council will want to have homeowners state their name and address for the record. The <br /> Council will also want to give clear indications about whether or not you intend to amend the <br /> ordinance or not. If you amend the ordinance what that will mean in terns of expectations for <br /> changes to meet current DNR regulations. If you do not make any amendments what the City <br /> will do to meet expectations about enforcement of the current ordinance. <br /> 0 <br />
