CITY OF AN HILLS <br /> MEMORANDUM <br /> DATE: June 13, 2001 <br /> TO: Mayor and City Council <br /> FROM: Mike Cronin, Interim City Planner <br /> SUBJECT: Case #01-08, Planned Unit Development Amendment <br /> 4300 West Round Lake Road, 1887 & 1987 Gateway Blvd. <br /> Request <br /> The applicant is requesting to amend the Planned Unit Development for the properties at 4300 <br /> W. Round Lake Road and 1887 & 1987 Gateway Blvd. to screen the existing refuse containers <br /> on all properties. <br /> Background <br /> This Planning Case was originally reviewed at the April 4, 2001 Planning Commission meeting <br /> and was tabled at that time. The Planning Commission asked that the applicant propose an <br /> alternative form of screening (beyond fencing) so that the dumpsters on the three properties <br /> would be out of view from the roadway. The Planning Commission recommended a more <br /> permanent solution to the applicant, such as permanent walls extending from the buildings. <br /> The applicant has submitted a letter, explaining her proposal, with photographs of the properties <br /> (Exhibit A (map) & Exhibit B). The amended proposal is to increase the amount of landscaping <br /> to screen the loading dock areas (which house numerous dumpsters) from Round Lake Road. <br /> Please refer back to the drawings and staff memorandum provided to you in your April 4, 2001 <br /> Planning Commission meeting packet to review this issue. A full Zoning Ordinance review <br /> memorandum, dated March 19, 2001,was provided to you at that time for this case. This <br /> information has not been provided a second time with this packet. <br /> Zoning Review <br /> The Section 6, G, #2 of the Zoning Ordinance states that, "In all districts, all waste materials, <br /> debris, refuse or garbage shall be kept in an enclosed building or be properly screened and <br /> contained in a closed container designed for such purpose so as not to be visible from adjoining <br /> properties or public streets". <br /> The applicant is proposing the following landscaping to properly screen the refuse containers on <br /> the properties: <br /> ■ Arden Hills Galeiva'v Center (4300 Round Lake Road): Plant six, seven foot Colorado Spruce <br /> tress along the west side of the loading dock area where the dumpsters and trash compactors <br /> are located. These will be relocated appropriately if Manufacturers' Services chooses to <br /> expand.their parking area, as proposed in.their:Phase II expansion plans. <br />
