MINUTES <br /> CITY OF ARDEN HILLS,MINNESOTA <br /> PLANNING COMMISSION WORKSESSION <br /> WEDNESDAY,JUNE 6, 2001 <br /> 6:30 P.M. - ARDEN HILLS CITY HALL <br /> CALL TO ORDER <br /> Vice Chair David Sand called the meeting to order at 6:30 p.m. <br /> ROLL CALL <br /> Present were Vice Chair David Sand, Commissioners Warren Pakulski, Clayton <br /> Zimmerman,Terri Duchenes, Therese Galatowitsch, and Interim Planner,Mike Cronin. <br /> DISCUSSION <br /> Staff summarized each report on the agenda and their reasons for their recommendations. <br /> As a background for the Commission's consideration of the Arden Towers concept <br /> planning and development,the staff distributed copies of section 5 and the planned unit <br /> overlay district,per provisions from the City's zoning code. <br /> Staff reviewed the process of the concept plan review, as opposed to the master and final <br /> plan process, and the scope of the powers afforded to the commission, as well as the type <br /> of comment that the commission should be effectively making. <br /> Staff emphasized that under the City's code, the Planned Unit Development district is an <br /> overlay district, not a freestanding zoning district. As such, the uses within the district <br /> must comply with those disallowed in the underlying, in this case, the Gateway Business <br /> District. Staff expressed their concerns about the conflicts this created with the proposal <br /> for 100% office use of the building, and the inclusion of the new and expanded antenna, <br /> and the conflict this creates with the applicants concept as presented in their proposal. <br /> ADJOURNMENT <br /> The worksession adjourned at 7:30 p.m. and the Planning Commission moved to the <br /> regular meeting's agenda. <br />
