ARDEN HILLS CITY COUNCIL – JULY 13, 2015 8 <br /> <br />the TCAAP AUAR and a summary of this study has been included in Chapter 11. Road <br />construction and improvements to be completed in conjunction with the TCAAP redevelopment <br />have been incorporated into the future transportation system plan. The multimodal transportation <br />section has been updated to include the Metropolitan Council’s current consideration of extending <br />the A-line BRT (Bus Rapid Transit) route to TCAAP. <br /> <br />Chapter 13 summarizes the separate management plans the City has in place for water supply, <br />sanitary sewer, and stormwater. The public facilities management plans have been updated as <br />needed to include the recommendations from the approved AUAR. This chapter includes an <br />overview of the proposed regional stormwater management plan for the TCAAP development. <br /> <br />Appendix E discusses the existing and future sanitary sewer plans for the City. This appendix <br />outlines the existing sanitary sewer system, intercommunity services, sewer volume forecast, <br />sanitary sewer service districts, projected sewage flows, individual sewage treatment systems, <br />infiltration/inflow, and the proposed capital improvement program to complete the sewer <br />improvements. <br /> <br />Appendix H in the Comprehensive Plan outlines all zoning districts within the City. In order to <br />update the Comprehensive Plan the new zoning districts proposed in the TRC have been included <br />in Appendix H. <br /> <br />City Planner Streff noted that the proposed CPA will be contingent on final approval from the <br />Metropolitan Council. In this case, the Metropolitan Council will make the final determination on <br />the CPA, though they provide great deference to the City as long as the proposed land use change <br />does not have a negative impact on a regional system (i.e. transportation, sanitary sewer, and <br />regional parks). <br /> <br />City Planner Streff explained that the City must also allow adjacent governments, affected <br />special districts, and affected school districts up to 60 days to review the proposed amendment. <br />This waiting period allows interested agencies to review and comment on the amendment before <br />the Metropolitan Council review. The Metropolitan Council also has 60 days to review the CPA <br />once the jurisdictional review is complete. Given these requirements, the City expects to receive <br />the final determination from the Metropolitan Council for the CPA in November of 2015. <br /> <br />City Planner Streff reported that the second component of Planning Case 15-015 is the rezoning <br />of the 427 acre TCAAP parcel, based on the Regulating Plan that has been included in the TRC. <br />The zoning districts depicted on the Regulating Plan will be incorporated within the City’s official <br />Zoning Map. While the CPA will lay out the proposed future land uses for the TCAAP property, <br />the revised Zoning Map will identify the specific zoning districts through which the land uses and <br />goals for the TCAAP redevelopment will be implemented. <br /> <br />City Planner Streff indicated that the City is proposing rezoning the property from Mixed <br />Business and Mixed Residential to Campus Commercial, Civic/Open Space, Flex Office, Retail <br />Mixed Use, NR-1 Residential, NR-2 Residential, NR-3 Residential, NR-4 Residential, <br />Neighborhood Transition, Office Mixed Use, Open Space, Town Center, and Water <br />Infrastructure. The proposed rezoning of the TCAAP property is consistent with the land use <br />designations for the site as identified in the proposed Future Land Use Map.
