Page 1 of 2 <br /> <br />DATE: August 17, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />SUBJECT: CR E2 Trail and Farnsworth Easement <br /> <br /> <br />Background/Discussion <br /> <br />There are two items we would like to discuss with the Council. They are a section of trail on <br />County Road E2 and an easement document for the Farnsworth property on Lametti Lane. <br /> <br />A. County Road E2 Trail <br />As the Council is aware, MnDOT is preparing to rebuild the CR E2/I-35W Interchange in <br />2016. The new bridge will have a 10 foot wide pedestrian facility on the south. As part of <br />the MnDOT project, a trail will be extended off of the bridge to the east just past <br />Cleveland Avenue (the east end of the MnDOT project). This will leave an approximately <br />600 foot stretch of CR E2 from the east end of the MnDOT project to New Brighton <br />Road with no trail. From New Brighton Road to Old Hwy 10 there is an existing trail that <br />was built a few years ago as part of the Safe Routes to Schools project. <br /> <br />The question for the Council is: do you want to consider constructing this missing <br />segment of trail to create a continuous trail from Old Hwy 10 into the city of New <br />Brighton? If the Council would like to consider constructing this segment of trail, it could <br />be done very similar to the way the trail segment on Lake Valentine Road was <br />accomplished. The City of New Brighton is planning for work on their side of the CR E2 <br />Interchange that the trail could be added to for economies of scale. New Brighton would <br />be willing to enter into a Joint Powers Agreement similar to the Lake Valentine Road <br />project. <br /> <br />Attached for the Council’s information is a proposal from Kimley-Horn to provide <br />services for the trail design through bid opening in the amount of $30,000. Also, attached <br />is a “ballpark” construction estimate prepared by Kimley-Horn of $200,000. <br /> <br />Staff will be looking for Council direction on whether or not to proceed with this trail <br />work. <br />AGENDA ITEM – 1C <br /> <br /> <br />MEMORANDUM <br />
