'It
ENHILLS
• CITY OF ARDEN HILLS, MINNESOTA
ECONOMIC DEVELOPMENT COMMISSION
January 18, 2006 7:30 A.M.
CITY HALL COUNCIL CHAMBERS-- 1245 WEST HIGHWAY 96
Chair Bruce Kunkel called the meeting to order at 7:40 a.m.
Those in attendance: Chair Bruce Kunkel, Dale Beane, Ed Werner, Rob Davidson, Jim Paulet,
Nancy Kneeland and Mayor Aplikowski. Staff. Community Development Director Karen Barton
Minutes from the December meeting were presented for approval. Two errors were noted: Jim
Paulet's name was misspelled and Nancy Kneeland was listed as Nancy Kunkel in one paragraph
of the minutes. Dale Beane moved to approve the minutes with the corrections. Jim Paulet
seconded. Motion carried.
Mayor Aplikowski gave a brief Council update stating that they had received 6 applications,
including one from Ed Werner, for the vacant Council seat. The City Council will be conducting
interviews this Friday.
Karen Barton gave a brief update on TCAAP, indicating that the GSA had requested a written
letter of offer/Term Sheet, which was provided to them last week. The GSA indicated they
would be reviewing the Term Sheet today and would hopefully be getting back to us later this
week.
Barton also gave a brief overview of several proposed projects in the City including a potential
tenant on the Chesapeake property, the potential redevelopment of the Arden Plaza corner, and a
new appraisal being conducted on the old City Hall property.
Economic Development Plan
Barton gave an update on the RFP status indicating she had received one intent to bid and one
decline to bid, to date. The decline stated that the scope was too broad for the budgeted amount.
After some discussion, general consensus was that if we didn't receive at least 2 or 3 bids, we
would revisit the scope.
Notice of Intent to Bid's are due January 20, with the pre-bid conference call scheduled for the
23rd. Bids are due February 10.
Business Retention and Outreach
Barton presented the sub-committee's recommendations as presented in the memo dated January
17, 2006, and distributed a list of licensed businesses in the City.
• Nancy Kneeland requested clarification on the purpose of the business retention activities. Bruce
Kunkel responded that the purpose was to make and initial contact, create a positive business
environment, and act as a resource to the businesses in our community.
Rob Davidson reinforced that it is to create a point of contact with the City(Barton).
