'It <br /> ,, I EEN�HILLS <br /> • <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> ECONOMIC DEVELOPMENT COMMISSION <br /> December 21, 2005 7:30 A.M. <br /> CITY HALL COUNCIL CHAMBERS-- 1245 WEST HIGHWAY 96 <br /> Chair Bruce Kunkel called the meeting to order at 7:40 a.m. <br /> Those in attendance: Chair Bruce Kunkel, Ray McGraw, Chris Ashbach, Dale Beane, Ed <br /> Werner, Rob Davidson, Jim Paulet,Nancy Kneeland and Mayor Aplikowski. Staff: Community <br /> Development Director Karen Barton <br /> Minutes from the October and November meetings were presented for approval. Ray McGraw <br /> moved to approve. Chris Ashbach seconded. Motion carried. <br /> Mayor Aplikowski gave a brief Council update including information about the City's fraud case <br /> and the Council vacancy. <br /> Karen Barton gave an update on the City Planner recruitments. James Lehnhoff was approved <br /> by Council for hire. He will start January 17, 2006. <br /> Karen Barton and Mayor Aplikowski gave a brief update on TCAAP, indicating that the deal <br /> • was still alive at this point, although the ball was in the GSA's hands. The GSA had requested <br /> additional information, which CRR is in the process of providing. We are hoping to have a firm <br /> go/no-go by January 15, 2006. <br /> Marketing Discussion <br /> Karen Barton gave an overview of several changes that had been made to the draft Economic <br /> Development Plan RFP at a meeting with Chair Kunkel and Mayor Aplikowski early in the <br /> week. The changes are as follows: <br /> • Expand the Community Assessment and Local Leadership portion of the Scope of Work <br /> to specifically address inclusion of local businesses, Committees, Commissions, Council, <br /> City Administration, and Arden Hills residents. <br /> • Item#1 in the "Firms will be evaluated on the following criteria:" section, was expanded <br /> to include experience with redevelopment including mixed-use housing, commercial, <br /> industrial, and residential uses. <br /> • Item#11 added to the same section requesting "Anticipated delivery time line" for the <br /> plan. <br /> Nancy Kneeland inquired as to the number of firms that do this type of thing. Barton responded <br /> that there are a number of firms and consultants who do this type of work. Kneeland also <br /> inquired as to how this Plan will relate to TCAAP. Mayor Aplikowski responded that it would <br /> have no bearing on the initial purchase,but would help with future direction for development of <br /> the site. Dale Beane added that it will be important to incorporate the Plan into the development <br /> of the TCAAP property. <br />
