• <br /> As a result of the planning session, the organization will incur additional tasks and <br /> require greater commitment from its members. <br /> To determine the Commission's strengths and needs, the members were asked to <br /> complete a self-assessment. (See Exhibit C) Questions were asked about the <br /> organizational structure, project development practices and community interaction. <br /> Members ranked their responses on a scale of 1 to 5 with the ratings representing the <br /> following responses: <br /> 5 =We do an excellent job in this area. <br /> 4 =We do a respectable job in this area. <br /> 3 =We do an OK job in this area,but still need improvement. <br /> 2 = We don't do this well, and our performance holds us back as an organization. <br /> 1 =We have done nothing in this area. <br /> N/A=More information on our work in this area is needed before assigning a <br /> rating. <br /> The following areas received a rating of four: <br /> • The EDC involves key sectors of the community in its activities. <br /> • The EDC has a clear mission statement and economic development <br /> strategies that are directly linked to it. <br /> • The scope and focus of the EDC's economic development activities <br /> appropriate. <br /> The remaining areas garnered a score of three with the exception of the following areas. <br /> Related to organizational structure: <br /> • The EDC's committee structure is well-defined and effectively delegates <br /> responsibility to members. <br /> • The EDC has clear expectations of the staff that are defined by personnel <br /> policies and job descriptions consistent with the organization's mission. <br /> • The organization has a fund raising plan that adequately takes into <br /> consideration both operating and capital support. <br /> Conclusion: The uncertainty is related to three basic organizational components: member <br /> duties and involvements, definition of the staff responsibility, and budget. <br /> Related to Project Development Practices: <br /> • The organization has a well-developed set of criteria for determining in <br /> which specific projects it should get involved. <br /> • The EDC has an effective method of monitoring and evaluating its <br /> projects. <br /> Barsness Consulting Services Page 9 12/8/2005 <br />
