Evaluates stem for economic development service delivery <br /> Y p <br /> • Consider modifying the EDA from being the City Counsel to a <br /> seven(7)member board with representation from the business <br /> community. <br /> • Provide EDA with powers and authorities as specified in <br /> Minnesota Statutes 469.094 to 469.108 <br /> • Assess future role of EDC <br /> • Establish EDA as responsible party for managing and implement <br /> the Economic Development Plan <br /> 3b. Define roles and responsibilities for the City Council, EDA, EDC and <br /> Staff <br /> • Based upon the adopted strategies, establish committees to oversee <br /> the tasks. <br /> • Structure the methodology for recommendations to the City <br /> Council on business activities. <br /> • Assure continuity of program through recorded (written) minutes. <br /> 3c. Formalize process for project evaluation <br /> • Set criteria for determining city financial participation in projects. <br /> • Develop or amend policies to reflect criteria <br /> • Establish a process for tracking and reporting business leads <br /> 3c. Set program up for success <br /> • Establish a budget for organizational operations including <br /> marketing, staffing, and project investment. <br /> • Identify and ask for financial participation from economic <br /> development partners. <br /> • Promote successful projects through direct mailings or press <br /> releases to other targeted companies. <br /> • Develop a work plan and evaluate annually to make adjustment. <br /> V. FINAL COMMENTS <br /> The above Goals and Strategies represent months of work by the Economic Development <br /> Commission and city administration. Careful thought was given to the impact of the goals <br /> on Milaca's future as a community. The City Council is encouraged to consider the time, <br /> energy, and innovation committed to the Economic Development Plan. <br /> It should be noted that Goal 3a relating to an EDA, is a direct recommendation by the <br /> consult. The Economic Development Commission was involved in the discussion and <br /> provided their input. This recommendation is based upon the level of involvement and <br /> access to marketing and financial tools needed to establish and maintain an effective <br /> Barsness Consulting Services Page 12 12/8/2005 <br />
