EXHIBIT C <br /> Self-Assessment Tool for Local Development Organizations <br /> This tool can be used to assess the performance of your local development organization(LDO). <br /> It may help identify needs and strengths of organizations that can be used in the local economic <br /> development action plan. You can use the following rating to help identify areas in your <br /> organization that need attention: <br /> 5 = We do an excellent job in this area. <br /> 4 = We do a good,respectable job in this area. <br /> 3 = We do an OK job in this area,but still need improvement. <br /> 2 = We don't do this well, and our performance holds us back as an <br /> organization. <br /> 1 = We've done nothing in this area. <br /> N/A = More information on our work in this area is needed before assigning a <br /> rating. <br /> PART I. ORGANIZATION MISSION RATING PRIORITY NOTES <br /> A. The LDO serves its target constituency. <br /> B. The LDO's program includes a wide range of <br /> economic development activities appropriate for <br /> the area. <br /> C. The LDO has a plan that is used and was <br /> developed with input from a wide range of local <br /> residents. <br /> PART 11.ORGANIZATIONAL STRUCTURE <br /> A. The LDO has clearly defined by-laws that are <br /> reviewed and updated every two years. <br /> B. The LDO actively engages members as active <br /> participants in the organization. <br /> C. The Board of Directors is trained and is actively <br /> involved evaluating its policies. <br /> D. The LDO's committee structure is well-defined <br /> and effectively delegates responsibility to <br /> members. <br /> E. The LDO has a clear mission statement and <br /> economic development strategies that are directly <br /> linked to it. <br /> F.
