CONSENT ITEM – 6J <br /> MEMORANDUM <br /> <br />DATE: September 28, 2015 <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Patrick Klaers, City Administrator <br /> <br />SUBJECT: 2016-18 Agreement for Law Enforcement Services <br /> <br /> <br /> <br />Background/Discussion <br /> <br />The Ramsey County Sheriff’s Department (RCSD) has been providing law enforcement <br />services to a number of suburban communities since 1960. Arden Hills joined this group <br />of contracting communities in 1980. The membership of the contracting communities <br />group has remained constant since 1992. <br /> <br />The members of the contracting communities are: Arden Hills, Gem Lake, Little Canada, <br />North Oaks, Shoreview, Vadnais Heights, and White Bear Township. These communities <br />have a combined population of approximately 74,000 and a combined land area of <br />approximately 56 square miles. The 2016 proposed budget for the contracting <br />communities is $6,838,254 and the Arden Hills share of this budget is $1,039,008. Arden <br />Hills will pay 15.19% of the total budget in 2016. By way of comparison, in 1992 the <br />City paid 16.25% of the total budget. <br /> <br />The Agreement for Law Enforcement Services with the County expires at the end of <br />2015. The contract period was for three (3) years. The contract includes a termination <br />provision that requires at least nine (9) months notice. <br /> <br />All of the contracting communities are being requested to approve the updated <br />Agreement for Law Enforcement Services. This Agreement is attached for your review <br />and consideration. The term is again for three (3) years and the Agreement also includes <br />the same notice provision for termination. The updated Agreement is identical to the <br />previous Agreement. The City Council approved the previous agreement on October 29, <br />2012 (the agreement was on the consent agenda). <br /> <br />Recommendation <br /> <br />It is recommended that the City Council approve the 2016-18 Agreement for Law <br />Enforcement Service.
