NEW BUSINESS – 9A
MEMORANDUM

DATE: October 12, 2015

TO: Honorable Mayor and City Council Members

FROM: Sue Iverson, Acting City Administrator
Director of Finance and Administrative Services

SUBJECT: Council Vacancy

Background

Do to the unexpected passing of Councilmember Robert Woodburn on October 2, 2015, a
vacancy now exists on the City Council. This vacancy will need to be filled by Council
appointment until an election is held. Since more than two years remain in the unexpired
term, a special election will be held at the next regular City election. The appointed
person shall serve until the qualification of a successor is elected at a special election to
fill the unexpired portion of the term.

Discussion

The City Council will need to adopt a resolution declaring the vacancy which also
indicates that we will hold the special election next November. Staff has been in contact
with both Ramsey County and the City Attorney in order to insure that we file the proper
paperwork and notices.

The City Council will need to determine how they wish to proceed with appointing
someone to this vacancy until a special election is held.

Council Action

A motion to approve Resolution 015-045, a resolution declaring a vacancy of the City
Council.

Attachment

Attachment A: Resolution 2015-045
