ARDEN HILLS CITY COUNCIL WORK SESSION-DECEMBER 21, 2009 11
1 E. Zoning Code Amendment—Antennas and Towers — City of Arden Hills
• (continued)
Mayor Harpstead agreed asking that a third party assessment of the tower be
completed on the tower and the cost assessed to the Reiling Estate.
Councilmember Holden stated she was not in favor of the tower continuing as is.
Councilmember Grant indicated he did not want to see the use expanded on the
tower. He asked that the City be provided with more information on the current
leases and if they could relocate to a different location within the City.
Mayor Harpstead stated he has not heard that the Council was in favor of
expanding the use on the Reiling Tower.
Councilmember Holmes explained she was not in favor of expanding the use,
instead to keep the current uses if found to be structurally sound.
Councilmember Holden indicated she would like the City to gain some control
0 over the tower while looking at future antenna needs.
Mayor Harpstead agreed the City could have a more visionary process on where
towers might be important throughout the City.
Community Development Director Lehnhoff stated the City did not have a
current request to add antennas to the Reiling Tower, though one is likely to come
from clear wireless. He explained the Planning Commission tentatively has an item
that would come before them in January to allow for a zoning code change and
conditional use permit amendment.
Mayor Harpstead asked if the applicant could be made to be responsible for
engineering within the request to understand the capacity and safety of the antenna.
Community Development Director Lehnhoff felt this was a reasonable request
that could be required. The City needed that information before proceeding.
Councilmember Holden stated she did not want to see antennas being placed
everywhere throughout the City. She suggested the Council has some forethought
on this issue when addressing the Reiling Tower.
