E-2 at 7 p.m....Road problem in Karth Lakes certain spots seem to be sinking, thus forming "birdbaths" after a rain. It was decided to wait until spring and see what happens over the winter before repairing..... The water assessment hearings for the Northwestern part of the Village, held in late August, must have become a little hairy, judging from the minutes. A group of homeowners along Highway 10 had convinced the Village earlier that they did not need water, so the lines are not designed to serve them at this time. They became distraught, however, to discover that they were still being charged an acreage assessment for the water, although they do not have to pay any front -footage assessments. Minutes from the Improvement Hearings of June 19, 19789 were read to show that this had all been discussed earlier..... ' STREET LIGHTS A street light resolution, which lists some of the general criteria to determine the placement of AH street lights, has been submitted to the Council for approval. Roughly, the resolution says that a street light will be consid- 'ered at an intersection if one road carries 500 cars/day and the other 2OOO/day. Also, a light will not be considered if its main purpose is crime prevention because statistics show that this is not a valid reason. Of course, a light will be considered anywhere that there is a special visual or safety problem, but the cost will not be borne by the City. And it has increased substantially in the last two years. In 1977, approximately 7600 trips/day were counted in the business district; today it is roughly 12,000 trips/day. Another count will be made after all the schools, mainly Bethel, resume classes. Much of the traffic is apparently entering/exiting from the High- way 51 ramps; some sort of con- trol there seems imperative.
