the Comprehensive Plan. This handbook can be viewed online at
htip://www.metrocouncil.org/plannina/LPH/handbook.htm.
Work Progress
As you go through the draft, you will notice that not all chapters are complete and not all maps have
been included. Furthermore, some of the data in the tables is still being finalized. As those sections
and maps are prepared, they will be made available for review. Prior to being approved by the City,
all tables, graphs, pictures, and formatting will be standardized throughout the Plan. If time allows,
additional maps will be provided at the work session.
Chapters 8 and 14 have not been included for this work session. Chapter 8, Economic Development
and Redevelopment is under review by the Economic Development Commission. Chapter 9, Parks
and Recreation, has been included for review but is also being reviewed by the Parks, Trails, and
Recreation Committee. Chapter 14, Implementation, is in the process of being written.
The Metropolitan Council also requires the City to complete a water supply, stormwater, and
sanitary sewer plans. The City already has these plans in place; however, minor updates are needed
before being submitted to the Metropolitan Council. The City's engineering staff is working on
updating these plans, which will be included as appendices since they are largely technical
documents.
Ultimately, the entire Plan will be reviewed by the Planning Commission and City Council.
• Comprehensive Plan Update Work Plan
Staff will be meeting with the City Council on March 31, 2008. An additional work session with
the Planning Commission in April is almost certainly necessary. After the Council and Commission
work sessions, the draft will then go to a public open house in early April for public comments and
questions. If everything stays on schedule, the Planning Commission will hold a public hearing of
the Comprehensive Plan at their May 7, 2008,meeting. Ideally, the Planning Commission has fully
reviewed and is aware of the content in the Plan prior to the May 7 meeting. If a recommendation is
made, the City Council would review the Plan at their May 27, 2008,meeting.
The draft Comprehensive Plan will be made available to the public via the City's website and at
City Hall for public comment prior to any approvals.
All cities in the metropolitan area are required to submit their plans by the end of 2008. However,
each city is also required to provide six months of review time to the adjacent communities, the
school district, and the watershed districts. After their review, the is then submitted to the
Metropolitan Council for their approval.
City of Arden Hills
Planning Commission Work Session for March 20, 2008
IlMetro-inet.uslardenhillsnanningIComprehensive Plan lMemos1032008-PC Report-Comp Plan-Vision,Policies,and Strategies.doc
Page 3 of 3
