City of Arden Hills - Comprehensive Plan - DRAFT <br /> maintenance a community concern. If Arden Hills' existing neighborhoods are <br /> going to remain attractive places to live, owners will need to continue maintenance <br /> and reinvestment efforts. <br /> Encouraging housing maintenance can be done in two ways, either through <br /> voluntary efforts or through regulatory requirements. Many communities rely on <br /> both. Ideally, all residents will maintain their property in a sound and attractive <br /> manner. Realistically, however, a small percentage of properties will not be <br /> adequately maintained and in such cases, they can have a significant negative <br /> impact on surrounding properties and even the neighborhood as a whole. <br /> Arden Hills relies primarily on individual owners to maintain property. The City has <br /> nuisance provisions in its local code, it enforces the Minnesota State Building <br /> Code, and the International Property Maintenance Code was adopted in 2007. As <br /> was noted in the housing policies, the City stands ready to consider the adoption of <br /> a rental licensing code should it become necessary. Additionally, Arden Hills will <br /> continue to work with programs offered by county, regional, state and federal <br /> agencies as appropriate. Such programs are more limited than they were in the <br /> past due to changes in priorities and reductions in funding. <br /> 7.5 Future Opportunities <br /> While Arden Hills does still have a number of smaller, infill vacant parcels south of <br /> Highway 96, future housing opportunities will largely come from the development of <br /> the TCAAP site. TCAAP offers an unparalleled opportunity to create an exciting <br /> mix of housing integrated with employment, entertainment, recreation and transit <br /> service. A definitive plan for TCAAP is not part of this comprehensive plan update <br /> but will be addressed in a subsequent amendment. <br /> As it is currently envisioned, TCAAP will include approximately 350 acres of <br /> development area. Although not yet approved, the concept plan in 2007 included <br /> 168 acres of residential development with an average gross density of at least six <br /> units per acre, with the potential for as high as 43 units per acre in select areas. <br /> This development area has the potential to accommodate single-family housing on <br /> a range of lot sizes, manor homes, townhomes, apartments, condominiums and <br /> senior housing. The remaining developable land on the TCAAP site may <br /> accommodate retail uses, offices, a hotel, a variety of civic uses, parks, and other <br /> open spaces. <br /> The residential component of the TCAAP site will offer a future mix of housing that <br /> will compliment Arden Hills' current supply of predominately single-family detached <br /> housing.
