City of Arden Hills - Comprehensive Plan - DRAFT <br /> 13.1.4 Inflow and Infiltration (W) <br /> The City of Arden Hills has been identified as a community with inflow and <br /> infiltration (I&I) problems. The Metropolitan Council Environmental <br /> Services (MCES) has imposed a surcharge on the City as a part of its I&I <br /> reduction/elimination program. Based on current readings that the METC <br /> has taken from several monitoring points, Arden Hills' surcharge is <br /> estimated at $100,100 a year for five years, beginning in 2007. The City is <br /> examining its sanitary sewer system to identify areas that are contributing <br /> to the I&I problem and take the necessary measures to reduce and/or <br /> eliminate the surcharge. <br /> The City began to study its I&I problem in 2007 in response to the <br /> surcharge. In 2008, the City will complete the initial study, develop and <br /> implement an I&I reduction plan. The I&I study to date includes smoke <br /> testing, flow metering, sanitary sewer main televising, and manhole <br /> inspections. <br /> 13.2 Other Utilities <br /> Electricity, natural gas, and cable television are provided and maintained by <br /> private companies; however, they do use the right-of-way for distribution of <br /> these services. Electricity and natural gas is provided by Xcel Energy. Comcast <br /> provides cable television services to Arden Hills. <br /> 13.3 City Street Maintenance <br /> The City has an on-going Pavement Management Program (PMP)that <br /> documents the physical condition of the approximately 31 miles of streets. The <br /> condition of each of the streets is evaluated and given a Pavement Condition <br /> Index (PCI), which is used to prioritize street reconstruction and maintenance. <br /> The PMP reviews roadway pavement condition as well as presence of concrete <br /> curb and gutters, storm drainage system,and public utility conditions. These <br /> factors are weighted together to generate a prioritized list of roadway <br /> improvements. A financial analysis is conducted and the proposed <br /> improvements are grouped into annual programs in the Capital Improvement <br /> Plan (CIP) and annual budgeting process. <br /> Technological advances and development activities are placing increasing <br /> strains on the City's right-of-way.
