Page 1 of 3 <br /> <br />DATE: November 16, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Sue Iverson, Acting City Administrator <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: 2016 Land Use Application Fees <br /> <br /> <br /> <br />Requested Action <br /> <br />The City Council is requested to review and provide comment on the proposed 2016 land use <br />application fees. <br /> <br />Summary <br /> <br />City staff has completed an analysis of land use application fees. The purpose of the analysis is <br />to: <br /> Compare Arden Hills fees with comparable cities; <br /> Adjust fees to reflect actual City costs in reviewing and processing land use applications; <br />and <br /> Establish fees for TCAAP land use applications that will fully compensate the City for <br />staff review of JDA development applications. <br /> <br />Fee Analysis <br /> <br />For the fee analysis, City staff collected data from adjacent cities (Roseville, Mounds View, New <br />Brighton, and Shoreview). Staff also collected data from “development” cities (Blaine, <br />Woodbury, Bloomington, and Maple Grove). The development cities regularly process <br />applications for large-scale residential and commercial projects similar in size and scope to what <br />is anticipated at TCAAP. <br /> <br />As shown in the attached comparison table, fees and how they are applied vary widely among <br />cities. For example, some cities allow exceptions or adjustments to fees based on land use or <br />zone.
