City Council consideration of the B2/B3 District Façade Transparency Zoning Code <br />amendment, and <br />2. Inclusion of possible amendments to the B2/B3 Design Standards on the 2016 Planning <br />Commission Work Plan. <br /> <br />Summary <br /> <br />The 2015 Planning Commission Work Plan includes a task to “clarify transparent vs non <br />transparent coverage” in the B2 and B3 districts. On November 4, 2015, the Planning <br />Commission held a public hearing and voted to recommend that the City Council approve the <br />ordinance amendment (attached). <br /> <br />At the September Planning Commission meeting when the transparency code amendment was <br />discussed, Commissioners questioned whether additional amendments to the B2 and B3 zoning <br />districts were needed and asked staff to get Council direction on that item. The Council briefly <br />discussed the issue during Council comments at the September 21 work session meeting, but <br />specific direction was not provided. Staff had intended to bring this issue forward as a <br />discussion topic with the 2016 Work Plan. If Council consensus is to amend the B2 and B3 <br />zoning standards, staff would recommend that a comprehensive review of the B2 and B3 districts <br />be completed – looking at recent developments in Arden Hills and development patterns/zoning <br />in peer cities. <br /> <br /> <br /> <br /> <br />AGENDA ITEM – 1C <br /> <br /> <br />MEMORANDUM <br />
