<br /> MEMORANDUM <br /> <br />DATE: November 16, 2015 <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br /> <br />FROM: Sue Iverson, Acting City Administrator/Director of Finance and Admin Svcs <br /> Dave Perrault, Finance Analyst <br /> <br />SUBJECT: 2016 – 2020 Capital Improvement Program (CIP) <br /> <br /> <br />Action Requested <br /> <br />Provide feedback to staff on the Proposed 2016 – 2020 CIP Plan. <br /> <br />Background <br /> <br />Annually the City prepares a five (5) year Capital Improvement Plan for budgeting and <br />forecasting. The Council last discussed this on July 20, 2015. <br /> <br />Discussion <br /> <br />A proposed plan has been prepared based on discussions that were held with the Council. The <br />proposed plan contains a summary of projects, detailed sheets on each project, their proposed <br />funding sources, a report showing the projects by funding source, and a sheet projecting the fund <br />balances in each of the funds (since the operating budgets have not yet been finalized, these fund <br />balances included estimated operating costs). There is also a listing that separates out TCAAP <br />expenditures from the rest of the expenditures. <br /> <br />Council directed items and staff changes to the CIP since the last worksession are as follows: <br /> <br /> More justification was added to the Co. Rd. E2 Water Replacement/Old Hwy 10 Water <br />Loop item. <br /> The Bethel donations for the Co. Rd E sidewalk and Old Hwy 10 Trail have been <br />incorporated into the years that they will be received in the Sources and Uses of Funds <br />section. <br /> TCAAP expenditures have all been moved out one more year as we now know that it i s <br />not going to start with the spine road in 2016. <br /> There will be a discussion prior to the CIP discussion on the TCAAP expenditures, so we <br />have not changed the funding on these yet, but will update based on that conversation. <br /> Descriptions and justifications have been added to the Playground Structure Replacement <br />by John Anderson.
