AGENDA ITEMS <br /> <br />A. Retail and Resale Businesses <br /> <br />Associate Planner Bachler stated that at the request of the former City Administrator, staff <br />researched options to further regulate retail sales of new and used goods in the City. He indicated <br />this was also included in the Planning Commission’s 2015 Work Plan and the primary change was <br />to create separate definitions in the Zoning Code; one for businesses engaged in the sale of new <br />goods, and a second definition for businesses primarily engaged in the sale of used or second-hand <br />goods such as a thrift store or a consignment store. The existing definition for retail sales and <br />services covers both the sale of new and used goods. <br /> <br />Associate Planner Bachler indicated that creating two separate classifications will allow the City <br />to better direct retail development within the city to specific zoning districts based on their stated <br />purposes. <br /> <br />Associate Planner Bachler stated that City staff presented this item to the Planning Commission <br />at their September 9, 2015, work session. The Planning Commission recommended no changes be <br />made at this time as they did not see the need to distinguish between the two uses.
