Page 1 of 2 <br /> <br />DATE: December 14, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Sue Iverson, Acting City Administrator <br /> <br />FROM: John Anderson, Acting Public Works Director <br /> <br />SUBJECT: Stormwater Outfall Inspections and Pond Assessment <br /> <br />Requested Action <br /> <br />Accept proposal from Elfering & Associates Inc. dated December 7, 2015 in the amount of <br />$22,000 for Outfall Inspection and Pond Assessment <br /> <br />Background <br /> <br />The City of Arden Hills has a permit to discharge stormwater issued by the Minnesota Pollution <br />Control Agency. The Permit is known as National Pollutant Discharge Elimination System <br />(NPDES) and is issued to all Municipal Separate Storm Sewer Systems (MS4’s) in the state of <br />Minnesota. This permit requires the City of Arden Hills to complete various tasks related to <br />stormwater. The proposal submitted by Elfering & Associates completes two required tasks for <br />2015 and 2016, namely Outfall inspections and Pond Assessment. <br /> <br />Discussion <br /> <br />The City of Arden Hills is obligated by its NPDES-MS4 permit to inspect all the outfalls in the <br />city on a 5 year basis or roughly a minimum of 20 percent per year. The last time the City had a <br />comprehensive inspection of Outfalls was 2011 and this was performed by Elfering and <br />Associates and covered all outfalls identified by the city at that time. The 2011 inspection <br />covered about 380 outfalls. There was another series of inspections in 2013 completed by the <br />Engineering department. The goal of this round of inspections would be to cover roughly 50 <br />percent of the outfalls in city and satisfy the 2015 and 2016 required inspections. The process of <br />inspection since the initial round has been streamlined to utilize a smart phone application <br />customized for this purpose. These inspections help the Public Works Department prioritize <br />repair work and identify areas of illicit discharge. <br />CONSENT ITEM – 6M <br /> <br /> <br />MEMORANDUM <br />
