Page 1 of 2 <br /> <br />DATE: December 21, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Sue Iverson, Acting City Administrator <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: Prioritization of TCAAP Goals <br /> <br /> <br /> <br />Background <br />At the November 2, 2015, TCAAP Joint Development Authority meeting, Commissioners were <br />provided information on the respective goals of the City and County for the TCAAP <br />redevelopment project. The City’s stated goals are described below, and Ramsey County’s Rice <br />Creek Common Goals and Metrics document is attached. <br /> <br />During the JDA Commissioner discussion, it was noted that some goals may not be mutually <br />achievable in a given situation. In other words, achieving one particular goal may result in <br />another goal not being fully realized within the scope of a particular development project. JDA <br />Commissioners agreed to work with their respective County and City boards to prioritize <br />development goals. <br /> <br />Discussion <br />The City’s 2030 Comprehensive Plan establishes the City’s vision for the community. The <br />recent TCAAP CPA did not amend the City’s overall vision, but added details and technical <br />information now known regarding the TCAAP development. The TCAAP CPA updated the <br />Comprehensive Plan to include information on land uses, housing and employment estimates, <br />parks, transportation, and utilities based on the work of the City through the process of drafting <br />and approving the AUAR and TCAAP Redevelopment Code (TRC), and the combined efforts of <br />the City and County through the TCAAP site redevelopment infrastructure design process. <br /> <br />The City’s goals regarding the TCAAP development are aligned to the City’s overall community <br />vision as stated in the 2030 Comprehensive Plan. The TRC is a tool to implement the City’s <br />overall vision in the development of TCAAP.
