Page 1 of 2 <br /> <br />DATE: May 11, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />SUBJECT: Mounds View High School Trail <br /> <br />Requested Action <br /> <br />It is recommended that the Council take two actions. They are: <br /> <br />1. Approve entering into a Joint Powers Agreement with the City of New Brighton and <br />Ramsey County for the construction of the Mounds View High School Trail. <br />2. Approve entering into an Agreement with the Mounds View Public Schools (District <br />621) for their contribution of $120,000 towards the project. <br /> <br />Background/Discussion <br /> <br />For the past several years the City has had an item in the Capital Improvement Plan (CIP) for the <br />construction of a trail from Mounds View High School to the bridge over I-35W. The CIP item <br />has been “floating” with no specified year for construction. Since MnDOT is planning to replace <br />the bridge over I-35W this year, the trail project has moved forward in conjunction with that <br />project. <br /> <br />As discussed with the Council at the February 9, 2015, work session, the project includes <br />approximately 1200 feet of bituminous trail from the new bridge to the most westerly Mounds <br />View High School driveway where it connects with existing sidewalk. Due to the steep slopes on <br />the south side of Lake Valentine Road, the project will also require the reconstruction, or the <br />addition of concrete curb and gutter, on the south side of Lake Valentine Road and the overlay of <br />the same 1200 feet of street. This “urbanization” of Lake Valentine Road will allow the trail to <br />be built immediately behind the new curb and gutter thus minimizing the amount of retaining <br />wall needed to create an area for the new trail. Attached is an exhibit that shows an overview of <br />the project. <br /> <br />Also, as discussed at the February work session, the trail project was combined with a much <br />larger project in New Brighton on the west side of I-35W for bidding purposes.
