Recitals. <br /> <br /> A. Bethel University is a non-profit institution of higher education (“Bethel”) which is <br />located in the City of Arden Hills, Ramsey County, Minnesota. <br /> <br /> B. On September 27, 2010, Bethel was issued a Conditional Use Permit Amendment <br />(Planning Case No. 10-010) allowing the installation of roof-mounted cellular antennas by AT&T <br />Mobility on the Brushaber Commons building and to construct a 160 square foot equipment shed <br />adjacent to the building in conformity with plans and specifications provided to and approved by <br />Bethel. <br /> <br /> C. AT&T Mobility leases the space for its equipment from Bethel University. AT&T <br />Mobility’s equipment includes six wireless antennas that are housed in two (2) 12-foot tall antenna <br />assembly canisters that resemble smokestacks and are designed to blend in with the roof-mounted <br />mechanical equipment. <br /> <br /> D. AT&T Mobility has requested a Conditional Use Permit Amendment for an upgrade <br />to the installation for the stated purpose to improve service capacity in this area of the City. The <br />upgrade would entail replacing existing antennas with nine (9) new antennas and extending the <br />antenna mounting poles by two (2’) feet. The antenna assembly canisters would also be extended <br />by two (2’) feet to a new height of 63 feet above ground level. All antennas would continue to be <br />housed and entirely concealed in the canisters. <br /> <br /> E. The proposed upgrade project meets the height, location and screening requirements <br />included in Section 1325.09 of the Arden Hills Zoning Code. <br />
