ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />AUGUST 26, 2002 3 <br />• <br />facility and the developer could only do so much with the exterior of a warehouse <br />facility. <br />Council Member Grant stated he was not opposed to this development, and agreed <br />with Council Member Aplikowski that this building was a warehouse facility. <br />Mayor Probst stated he shared some of Council Member Larson's concerns. He <br />expressed concern about pedestrian crossings. <br />Paul Tucci, Oppidan, Inc., summarized their discussions with Ramsey County <br />regarding the traffic concerns. He addressed the landscaping issues and indicated <br />they had over compensated on the landscaping. He stated they were working with <br />the City and Rice Creek on storm water management. He indicated there would be <br />a combination of ponding and an underground storage system in the parking lot. <br />He stated they were in the process of negotiating for the purchase of Shannon <br />Square. He noted the signage had been brought down. He indicated the size of the <br />building had also been downsized. He stated the operator would be required to <br />� apply for an off-sale liquor license through the City. With respect to the building, <br />he stated they had looked at a number of different options. He indicated additional <br />landscaping was added, as well as additional pylons. He noted this design was <br />Cub's newest prototype. He indicated this was a good looking, attractive building <br />taking in the constraints of cost and type of operation. <br />Council Member Larson indicated he was still not satisfied with the building <br />design. He stated he believed this building could be more attractive. <br />Council Member Aplikowski stated they had already asked the applicant to <br />decrease the size of the building. She stated she was not in support of additional <br />windows for a warehouse type building. She stated she did not believe additional <br />windows would add to the design. <br />Mr. Tucci replied the north side of the building was the produce section, and the <br />windows would have to blackened to prevent light from coming in. He noted the <br />other side of the building was where the pharmacy and liquor store were located <br />and windows in this area could present security issues. <br />� Council Member Rem stated she did not oppose the building design as presented. <br />She stated her concern was what the traffic impacts would be. <br />
