Background/Overview of Request The property is located in the R-1 - Single Family Residential District where general educational uses and their facilities are permitted by Conditional Use Permit (CUP). The Mounds View High School operates under a CUP, which was granted for the site in 1978. The original CUP has been amended from time-to-time as the school and campus have expanded over the years. The property is located at 1900 Lake Valentine Road which is generally positioned north of County Road E2 West, south of Lake Valentine Road, east of Interstate 35W, and west of Snelling Avenue North. The High School is proposing to replace the existing scoreboard located at the football stadium with a new scoreboard that utilizes modern technology for its sound, display, and messaging functions. The new scoreboard as proposed would be constructed in the same general location at the south end of the stadium and would be approximately 12’-8” in width by 32’ in length. Included in the upgrade proposal for the football stadium is the replacement of the existing press box which is located along the top edge of the west bleachers.
