PROPOSED UTILITY IMPROVEMENTS <br />Existing manholes, fire hydrants, gate valves, and other similar structures will be adjusted and <br />repaired as necessary as part of this project. The cost of underground utility improvements will <br />be excluded from the assessable portion of the project and financed by the appropriate utility <br />funds. Manhole casting adjustments, replacements, or repairs are considered part of the street <br />improvements and are not charged to the individual utility funds. <br />City staff will coordinate with private utility owners such as gas, electric, cable television, and <br />telephone throughout the construction project. <br />Storm Drainage System and Storm Water Quality <br />The recommended storm drainage system improvements are relatively minor and ixiclude <br />maintenance on selected storm sewer manholes and catch basins. However, City �taff is <br />proposing to remove and replace two catch basins within Nursery Hill Lane and two catch basins <br />within Dellwood Street. These catch basins are deteriorated and should be replaced. Also, it is <br />proposed to replace the two catch basins and corresponding culvert within Janet Court. <br />At the neighbarhood meeting, residents adjacent to Karth Lake asked if improvements to the <br />existing storm drainage system could be made in conjunction with the overall project that will <br />help improve the quality of the water entering Karth Lake. City staff discussed the possibility ��f <br />installing grit chambers and infiltration facilities (rain gardens) that would improve water <br />quality. In between 1255 and 1261 Nursery Hill Lane, the City's storm sewer system discharges <br />into Karth Lake. During final design, the City will evaluate alternatives to the existing storm <br />sewer system that would result in an improvement to the water quality in this area. <br />Also, the residents asked if an infiltration facility could be installed in the middle of the large <br />"bubble" cul-de-sac located on Nursery Hill Lane. City staff discussed that the City's policy has <br />been to install infiltration facilities adjacent to resident front yards and have an agreement signed <br />where the property owner assumes maintenance responsibilities for the facility. In the event an <br />infiltration facility was installed in the middle of a cul-de-sac, the City would require the nearb� <br />residents to sign an agreement assuming maintenance responsibilities. City staff discussed <br />another option for installing storm water infiltration could be accomplished by reducing the size <br />of the cul-de-sac, therefore creating more boulevard and front yard space. Adjacent residents <br />would have to provide consent to maintaining the turf areas and understand that their driveways <br />would become longer and their front yards would increase. With this option, the City's right-ot= <br />way would not change. During the final design of the project, City staff will determine potez�tial <br />locations for storm water infiltration, including the cul-de-sac areas, and coordinate with the <br />nearby residents. Estimated costs associated with the construction of storm water infiltratic�n are <br />included. <br />Water S, s� <br />The recommended water system improvements include removing and replacing selected gate <br />valves and hydrants that are in poor condition. Since the Arden View neighbonc��od has <br />experienced a number of watermain breaks, City staff recommends that the existing watermain <br />system within the City's roadways be removed and replaced with a PVC pipe system.
