INTRODUCTION
<br />On August 30, 2010, the Arden Hills City Council adopted Resolution No. 2010-041 ordering
<br />the preparation of a Feasibility Report for the 2011 Pavement Management Program whic;la
<br />includes the improvements to the streets listed below. A map showing the street locations car� be
<br />found in the Appendix.
<br />• Amble Road, from Hamline Avenue to dead end,
<br />• Arden View Court, from Arden View Drive to cul-de-sac,
<br />• Arden View Drive, from Arden View Court to 761' east of Royal Hills,
<br />• Arden View Drive Ent/Exit, from Hamline Avenue to Arden View Court,
<br />� Colleen Court, from Colleen Avenue to cul-de-sac,
<br />• Dellwood Street, from Nursery Hill Court to Amble Road,
<br />• Janet Court, from Lake Valentine Road to cul-de-sac,
<br />• Nursery Hill Court, from Nursery Hill Lane to cul-de-sac,
<br />• Nursery Hill Lane, from Hamline Avenue to Nursery Hill Court,
<br />• Wyncrest Court, from Hamline Avenue to cul-de-sac,
<br />• Wyncrest Lane, from Wyncrest Court to Wynridge Drive,
<br />• Wynridge Drive, from Wyncrest Court to cul-de-sac.
<br />The proposed project involves bituminous reclamation and curb repairs for all the streets listed
<br />above. The project was initiated by City Council/staff as part of Arden Hills' Pavem_ent
<br />Management Program. As outlined in the City's 5-year Capital Improvement Plan (CII'), th�se
<br />roadways are identified for improvement in 2011. Janet Court, which was removed frorr� the
<br />2010 PMP project, is included as part of the 2011 PMP project.
<br />Utility improvements for the project includes the repair of selected sanitary and storm sewer
<br />manholes, catch basins, and watermain gate valves and hydrants. Due to the excessive waterrnain
<br />break history within the Arden View townhouse neighborhood, City staff is recommending that
<br />all watermain piping, valves, and hydrants within the street areas be removed and repla�;ed.
<br />Lastly, City staff is recommending that a sagged sanitary sewer line within the Janet Court cul�
<br />de-sac be removed and replaced.
<br />� As has been discussed during development of the CIP, the City Council has expressed th� �i�;5ir�
<br />to complete maintenance on City streets that, if neglected for too long, would nees.d �o be
<br />reconstructed. The proposed 2011 PMP achieves this, while also maintaining a neighbonc��od
<br />' approach, which has consistently been another goal of staff and City Council. The neighbork�oc�c�
<br />approach minimizes the inconveniences residents experience due to construction.
<br />�� The total project cost is estimated to be $1,703,700 which includes contingencies and overhead
<br />costs. Funding for the project will be provided through assessments from the benefitting
<br />properties, sanitary sewer utility funds, watermain utiiity funds, surface water mana�ement
<br />� utility funds, and Permanent Improvement Revolving (PIR) funds. It is expected that �i' th�s�,
<br />improvements are approved, the work will be completed during the 2011 construction season.
