.11
-zS. EN HILLS
2011 Pavement Management Program
'
I ,
I
'
'
'

'
'
'
LJ
2011 Pavement Manaqement Proqram:
The City of Arden Hills is responsible for the upkeep of
approximately 30 miles of city streets within its
boundaries. This includes seasonal maintenance
activities such as snow removal, crack sealing, street
patching, sweeping, as well as structural maintenance of
the pavement. The City has implemented a pavement
management program to assist in maintaining and
monitoring the performance of the paved street network.
This program strives to expend iax payer funds in a cost
effective manner in order to ensure the most value for
residents. The core function of this program is to
provide a systematic approach to street rehabilitation
and repair in order to assure that the City streets are
serviceable, safe, functional, and provided at a
reasonable cost to meet the needs of our residents and
the traveling public.
Each year infrastructure needs are evaluated based on
the City's Pavement Management Program and
assessment of utility infrastructure. Streets in marginal
condition are recommended for major maintenance by
mill and overlay. Streets in poor condition are
recommended for reconstruction.
At their meeting on August 30, the Arden Hills City
Council ordered the preparation of the Feasibility Report
for the 2011 Pavement Management Program (PMP) to
consider improvements on the following streets:
■ Amble Road, from Hamline Avenue to dead end,
■ Arden View Court, from Hamline Avenue to cul-de-
sac,
■ Arden View Drive, from Arden View Court to 761'
east of Royal Hills,
■ Colleen Court, from Colleen Avenue to cul-de-sac,
Dellwood Street, from Nursery Hill Court to Amble
Road,
• Janet Court, from Lake Valentine Road to cul-de-
sac,
• Nursery Hill Lane, from Hamline Avenue to Nursery
Hill Court
■ Nursery Hill Court, from Nursery Hill ane to cul-de-
sac,
■ Wyncrest Court, from Hamline Avenue to cul-de-sac,
• Wyncrest Lane, from Wyncrest Court to Wynridge
Drive,
■ Wynridge Drive, from Wyncrest Court to cul-de-sac.
Process:
Before a feasibility report is prepared, we need to collect
data for the proposed project. In the upcoming weeks,
the City Public Works and Engineering staff will be in
your neighborhood documenting the existing conditions.
We will use this data to develop plans showing proposed
improvements.
A portion of the street reconstruction cost is proposed to
be assessed to property owners. On the back of this
page is an informational sheet about the City's
Assessment Policy.
We anticipate that the Public Hearing for this project will
be in November. The project will not proceed to design
and construction until after the Public Heariny has been
conducted and authorized by the City Council.
Public Information Meetinqs:
The public process starts with a series of Information
Meetings. A kick-off ineetinq will be held:
Thursday, September 23, 2010,
6:30 to 8:00 p.m., Arden Hills City Hall
(1245 W. Hwy 96)
Staff will present the City's Pavement Management
Program-typical roadway construction, typical
assessment amounts and how they are calculated, and
answer any general questions you may have concerning
the potential improvement of your street. We do not
have formal plans for this project yet. This will be your
opportunity to discuss the proposed project and share
with us your thoughts.
Project Cantacts:
Terry Maurer, Public Works Director (fi5' "'- ! i
terry,maurer@ci.arden-hills. mn.us
Kristine Giga, Civi1 Engineer (651) 792`83
kristine.gigaCci.arden-hills.mn.us
Matt Woodruff, Civil Engineer (65)'"'
matt.woodruff@ci.roseville.mn.us
Check out our website for information and updates as
the project progresses:
www.ci.arden-hills.mn.us/pmp
