EN HII,LS
MEMORANDUM
DATE: January 10, 2011
TO: Honorable Mayor and City Councilmembers
Patrick Klaers, City Administrator
FROM: Kristine Giga, Civil Engineer
SUBJECT: Rice Creek Watershed District Maintenance Agreements for the 2007
Pavement Management Program and the 2010 Pavement
Management Program
Background/Discussion
The Rice Creek Watershed District (RCWD) requires the installation and maintenance of
new storm water management facilities according to the district rules for city public
• works' projects, including street reconstruction projects. Storm water management
facilities, such as fitration basins and vegetated swales, are constructed within the right-
of- way as needed as part of the City's Pavement Management Program (PMP).
One of the permit requirements is to enter into a Maintenance Agreement covering the
maintenance of the new storm water management facilities. Maintenance of these
facilities is required by our Minnesota Pollution Control Agency Storm Water Pollution
Prevention Permit (SWPPP). It is also consistent with our Public Works policies to
adequately maintain infrastructure.
City staff and RCWD have been working to complete and close outstanding permits, and
have identified that final maintenance agreements need to be approved for two projects,
the 2007 PMP and the 2010 PMP. Copies of each of the agreements are attached. The
City Attorney reviewed the agreements and did not have any comments.
Stormwater features were constructed on three of the streets in the 2007 PMP. On
Brighton Way, curb cuts were installed to allow street runoff to filter through sod
outfalls, or swales, into an existing wetland. A weir structure was also constructed on the
outlet of the wetland to raise the outfalI elevation and provide additionai detention time,
which allows more pollutants to settle out of the runoff. A filtration basin was
constructed in the right-of-way along Royal Lane, adjacent to Floral Park. A filtration
trench was also constructed on Briarknoll Drive.
City Council Meeting
\uVletro-inet\ardenhillsAdmin\CouncilAgendas & Packet Information\2011\1-10-ll RegularPacket Information\4D I-10-
11Memo RCWDAgreements_2007 20IO.doc
