Chapter 13, Zoning Code, Section 1325.046, Thrift Store Additional <br />Conditional Use Permit Criteria, has been added to include: <br /> <br />1325.046 Thrift Store Additional Conditional Use Permit Criteria. <br /> <br /> Subd. 1 Development Standards <br /> <br />A. All merchandise receiving, transfer, sorting, processing, and storage shall <br />occur within a completely enclosed principal structure. <br /> <br />B. No exterior storage or the use of exterior storage containers or semi- <br />trailers for storage shall be allowed upon the site. <br /> <br />C. Waste and recycling receptacles and equipment shall be completely <br />contained within a principal or accessory structure. <br /> <br />D. For any thrift store that accepts donations, at least one (1) accessory drive- <br />through service lane shall be provided for stores over 5,000 square feet in <br />size. <br /> <br />E. Accessory drive-through service lanes leading to and accessing the indoor <br />collection/donation area shall meet the following conditions: <br /> <br />1. Drive-through service lanes shall not be permitted within the front, <br />side, or rear yards which abut a public street. <br /> <br />2. Drive-through lanes shall be designed in a manner that segregates the <br />drop-off lane from drive lanes, parking spaces, and sidewalks. <br /> <br />3. The drive-through service lane shall be a minimum of fourteen (14) <br />feet wide and provide up to one hundred sixty (160) linear feet of <br />automobile stacking space within the site. <br /> <br />4. Automobile stacking shall not interfere with on-site drive lanes, fire <br />lanes, parking stalls, loading areas, access to trash/recycling <br />dumpsters, or sidewalks. <br /> <br />5. Drive-through service lanes shall not open directly onto a public street. <br /> <br />6. Directional signage shall be provided to direct customers to the <br />collection/donation area. <br /> <br />F. Thrift stores that have drive-through collection/donation facilities shall <br />meet the standards within Section 1325.04 Additional Minimum <br />Requirements for Drive-in Businesses, Drive-up Windows, Fast Food <br />Restaurants and Automobile Service Stations.
