Boston Scientific continues to market Lot 1 to potential buyers and has noted they <br />will not be able to complete the parking lot modifications or remove the skyway until a buyer is <br />found. The recommended conditions of approval would require Boston Scientific to submit the <br />Site Plan Review application and building permit application within 90 days of the sale of Lot 1, <br />or request an extension at least 45 days prior to that date. The City Attorney has drafted an <br />amendment to the PUD Agreement to reflect the revised deadline requirements (Attachment H). <br /> <br /> <br />Plan Review <br /> <br />A full evaluation of the proposal was presented to the Planning Commission at their regular <br />meeting on February 3, 2016. The staff report to the Planning Commission is included in <br />Attachment F. The proposed skyway and parking lot modifications are in conformance with the <br />approved PUD for the campus and the underlying I-1 Zoning District regulations. <br /> <br /> <br />Additional Review <br /> <br />Building Official <br />The Building Official has reviewed the plans for the project and has no additional comments. <br /> <br />City Engineer <br />Comments provided by the City Engineer are included in Attachment E. All comments have <br />either been addressed in the revised plan set or have been included as recommended conditions <br />of approval. <br /> <br />Lake Johanna Fire Department <br />The Fire Marshal for the Lake Johanna Fire Department has reviewed the plans and has no <br />comments at this time. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission reviewed Planning Case 16-004 at their regular meeting on February <br />3, 2016. Draft minutes from the meeting are included in Attachment G. The Planning <br />Commission offers the following ten (10) findings of fact for consideration: <br /> <br />1. Boston Scientific has requested approval for a Site Plan Review to construct a skyway <br />connection between Buildings 3 and 10 and to complete minor modifications to the <br />parking lot on the north side of Building 10 at 4100 Hamline Avenue North. <br />2. Boston Scientific has requested an extension for the March 1, 2016 deadline for the <br />submittal of a Site Plan Review for the modification of the parking area along the Lot 1 <br />and Lot 2 property line and the submittal of a building permit for the removal of the
