Notable Planning Cases <br /> In 2010,. the City reviewed and approved Arden Hall, a Northwestern College student housing <br /> facility at 1201 County Road E, allowing it to remain in this location in perpetuity. <br /> (Negotiations between the property owner and the College have since been discontinued, and the <br /> property owner is evaluating alternative uses.) The City also reviewed a PUD Amendment and <br /> extension request for Arden Plaza. While the extension was granted, the PUD Amendment was <br /> tabled, and remains pending while the developer reevaluates the site. The City also processed <br /> and approved an application from Presbyterian Homes for a major redevelopment of their senior <br /> housing facility on Lake Johanna. This application included a request for TIF, which was also <br /> granted. Presbyterian Homes moved forward with filing their approved final plat with the <br /> County and continues to work with City Staff on the submission of building permits. <br /> Code Amendments <br /> The City approved six code additions/amendments in 2010: <br /> 1. Amended the antennas and towers regulations to allow antennas on City Water towers <br /> without the need for a conditional use permit <br /> 2. Amended the City Code to allow night time construction activity with a permit from <br /> the City <br /> 3. Adopted a new Section 1330 of the Zoning Code pertaining to the City's floodplain <br /> regulations <br /> 4. Amended the Zoning Code to allow student housing with an approved PUD in the B2 <br /> . District <br /> 5. Adopted zoning classifications, regulations, and a Master and Final PUD process for <br /> the TCAAP property <br /> 6. Processed and reviewed amendments to the Zoning Code that would consolidate the <br /> TCAAP amendments into the rest of the Code, and update the City's Master and <br /> Final PUD process for all properties not located within TCAAP <br /> Project Review <br /> In addition to the daily planning and zoning activities, the City worked on the following notable <br /> projects in 2009: <br /> Twin Cities Army Ammunition Plant (TCAAP) <br /> The City continued to monitor progress on the TCAAP sale process. A second bidders' <br /> conference was held in June, which City staff and elected officials attended.
