CONSENT ITEM 5C <br /> <br />_________________________________________________________________________________________ <br />City of Arden Hills <br />City Council Meeting for March 28, 2016 <br />P:\Planning\Planning Cases\2016\PC 16-001 - Rezoning - CD_POS_CC\Memos_Reports_16-001 <br /> <br />Page 1 of 4 <br /> <br />DATE: March 28, 2016 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Sue Iverson, Acting City Administrator <br /> <br />FROM: Ryan Streff, City Planner <br /> <br />SUBJECT: Planning Case #16-001 <br />Request: Zoning Code Amendment – Rezoning – Conservation District, Parks <br />and Open Space District, and Civic Center District <br /> <br /> <br />Requested Action <br /> <br />1) Motion to approve Ordinance Number 2016-005 in Planning Case 16-001 for an <br />amendment to Chapter 13, Section 1315.01 (Official Zoning Map) of the Arden Hills <br />City Code related to the proposed Conservation District, Parks and Open Space District, <br />and Civic Center District rezoning, based on the findings of fact, as presented in the <br />March 28, 2016, Report to the City Council. <br />2) Motion to approve publishing a Summary of Ordinance Number 2016-005 (4/5 vote <br />required). <br /> <br /> <br />Background <br /> <br />In April of 2014, the City Council began the process of rezoning the land owned by the federal <br />government east of the Twin Cities Army Ammunition Plant (TCAAP) known as the Arden Hills <br />Army Training Site (AHATS). At that time, four parcels or approximately 2/3 of the AHATS <br />property was rezoned to Conservation District (CD) in order for the City’s Zoning Map <br />(Attachment B) to correspond with the approved Future Land Use Map (Attachment C). <br /> <br />The remaining parcels, adjacent to the eastern half of the TCAAP site, to be rezoned to either <br />Conservation District or Park and Open Space District, were not included in the rezoning in <br />2014, as Ramsey County was working with the federal government to purchase some of these <br />lands to be incorporated into their park system.
