He stated that he would like the Committee to get a good discussion <br /> going around park dedication fees adding that he would review how it is outlined within <br /> the City ordinances. He explained that this is the only source of revenue for the parks <br /> noting that in the past the City Council has been very strict about getting the maximum <br /> for park dedication fees but there has only been one development in the recent past and <br /> the City Council is letting some of the park dedication fees go because it is part of a <br /> larger negotiation process. He reviewed the current process and suggested that the PTRC <br /> recommend that the City go back to the original 6-percent calculation. He stated that he <br /> would put together the information and provide it to the Committee for their review prior <br /> to the next meeting. <br /> Chair Henry asked Committee Member McClung if he is familiar with what is being <br /> dedicated from TCAAP. <br /> Committee Member McClung stated that currently all they have is what is stated within <br /> the ordinance. He explained that in terms of the park dedication fee for TCAAP, the City <br /> Council has always said that the park dedication fee is determined through negotiation <br /> with the development team. He stated that the Council also feels that the PTRC should <br /> be involved in the recommendations for what should be received for a park dedication <br /> fee. He noted that the current ordinance does not address minor park dedication fees and <br /> this should be reviewed. He stated that he has not seen anything specific at this point in <br /> time with respect to TCAAP but he believes the PTRC should be involved in the process. <br /> He reviewed and clarified the subdivision process with the Committee. He suggested that <br /> the PTRC review the park dedication fee process and percentages that are currently used <br /> for both the sale of land and for subdivisions. <br /> Committee Member Wheeler suggested, as a point of comparison, that the PTRC also <br /> review how this is being done in other communities. <br /> After a brief discussion the Committee decided to review the process used within the City <br /> of Arden Hills first. <br /> Chair Henry suggested that the PTRC consider taking the opportunity to approach the <br /> business community and encourage them to be an active participant in the community <br /> process. <br /> 9. SELECT DATES FOR A PTRC/CITY COUNCIL TOUR OF THE <br /> PARKS/TRAILS SYSTEM <br /> Chair Henry clarified that the PTRC has decided to recommend May 20, 2006, the annual <br /> spring flower-planting date, as the date for the tour with the City Council. <br /> 10.
