DRAFT" <br /> ., ARPEN HILLS <br /> MEMORANDUM <br /> DATE: March 31,2006 <br /> TO: Michelle Wolfe—City Administrator <br /> FROM: Michelle Olson,Recreation Program Supervisor <br /> SUBJECT: Warming House Status <br /> ENC: Warming House Attendance,Building Inspection Report,Repair Estimates, <br /> Mobile Unit Cost Estimate, Aid Electric Estimate,Rodent Infestation <br /> Information,Pictures of Warming Houses <br /> BACKGROUND: <br /> The 2005/2006 Ice Skating season officially ended on Sunday,February 12. Staff was instructed <br /> to prepare a comprehensive look at the warming house and ice rink operations at three sites: <br /> Freeway Park,Hazelnut Park, and Valentine Park. The warming houses at Cummings Park and <br /> Perry Park are in good condition and the buildings are used year round. At the February work <br /> session,the PTRC presented a recommendation within their vision statement to utilize mobile <br /> units at Hazelnut and Freeway Parks. <br /> Freeway Park, Hazelnut Park, and Valentine Park have had previous maintenance issues. The <br /> PTRC has looked at the replacement of the three buildings in question at one time or another,but <br /> has put off replacement of those buildings for numerous reasons. As you are aware, during our <br /> routine pre-season inspection this past November (2005), operations and Maintenance staff <br /> encountered an issue at the Freeway Park site due to mice infestation. At that time, staff <br /> explored several options to get through the 2005/2006 season. The health department was <br /> notified and they did drop off information on possible health problems related to rodent <br /> infestation and also bow to clean up the area appropriately. Lori Green from St. Paul -Ramsey <br /> County Department of Public Health felt that if cleaned up properly, the health risk would be <br /> minimal. The information on rodent infestation is included with this report. Time constraints <br /> and electrical complications forced staff to utilize the building by simply cleaning up and making <br /> minor repairs. All three warming houses at Freeway, Hazel-nut, and Valentine Parks have <br /> maintenance issues that should be addressed. Staff has listed each site and the options for the <br /> future. <br />
